Fixture work in San Diego is replacement on existing connections — a ceiling fan onto the box that is already up there, a disposal onto the existing drain and outlet. That boundary is deliberate and it is what keeps this work inside what an unlicensed handyperson may take on. Anything that needs a new circuit, new drain lines or a permit belongs to a licensed trade and I will say so rather than improvise.
Ceiling fans in particular do more here than in most of the country, because a large share of San Diego housing was built without air conditioning and depends on the evening cool-down instead. A fan moving air for the two hours after sunset does most of what a system would. The catch is the box: a fan needs a fan-rated one, and a light fixture box will not do. If I open your ceiling and find the wrong box, that is where the job stops until it is right.
