It means the address changed underneath it — the router restarted after an outage, the printer came back on a different number, and the computer is still looking at the old one. Reserving an address as part of the fix is why it stays fixed rather than recurring next month.
The genuinely local fault is dried ink. San Diego humidity indoors is low most of the year, and an inkjet that prints a few pages a month will clog its heads between jobs — that is what the streaking and the missing colour band actually are. Cleaning cycles recover most of them. When they do not, I will tell you the repair costs more than the printer rather than selling you parts, and get a replacement working instead.
